About Us
Health and Development Solutions (HEADS) is a results-driven health consultancy founded by experienced health professionals with deep expertise in health systems and development. We work across policy, program and training management, service delivery, research, monitoring and evaluation, quality improvement, and sexual and reproductive health.
Our team has led and supported large-scale programs in partnership with the Government of Nepal, national and international NGOs, and major bilateral and multilateral funding agencies. While HEADS was formally registered in 2019, our collective experience spans over two decades of hands-on work in sexual, reproductive, maternal, newborn, child, and adolescent health (SRMNCAH).

The Objectives
Technical & Programmatic Support
Provide technical and programmatic support to government bodies, development partners, national and international NGOs, and private institutions in developing policies, strategies, implementation plans, guidelines, proposals, protocols, training curricula, M&E frameworks, and other health and development–related documents.
Innovative Program Design & Implementation
Support the design, implementation, and monitoring of innovative health and population programs and training initiatives, while systematically documenting experiences, best practices, and lessons learned.
Research, Monitoring & Evaluation
Assist in conducting research studies, scientific assessments, and monitoring and evaluation activities, including evaluations of health and development programs and projects.
Capacity Building & Leadership Development
Build the capacity of young health professionals by supporting hands-on learning in program design, implementation, monitoring, and evaluation—preparing them to become confident, competent future leaders in health and development.
Our Leadership Team
Our team brings decades of national and international experience in health systems, program leadership, research, and technical assistance.

Mr. Ashoke Shrestha, Chairperson
Mr. Shrestha brings over 35 years of national and international experience in public health program management and development research. He has led large-scale health initiatives focused on family planning, maternal, newborn, and child health, health systems strengthening, and demographic health surveys. His leadership roles include Chief of Party for the Nepal Family Health Program II, Director of Health Systems and Management for the USAID Focus Region Health Program in Ghana, Country Director of EngenderHealth Nepal, and Executive Director of New ERA.

Mr. Dirgha Raj Shrestha, Managing Director
Mr. Shrestha has over 25 years of experience managing reproductive health programs, with a strong focus on family planning, maternal health, safe abortion, adolescent health, and quality improvement. He has played a key role in developing national policies, strategies, guidelines, standards, and technical documents in collaboration with the Government of Nepal and international partners. He is the author of several reference books on reproductive health, infection prevention, and family planning, and has held senior leadership roles with the Nepal Family Health Program, Engender Health, and Ipas Nepal.

Dr. Rajendra Bhadra, Director, Health Systems
Dr. Bhadra is a physician with over 28 years of experience in reproductive health, including ASRH, family planning, maternal health, and HIV/AIDS. He has extensive expertise in training system development, learning resource package design, quality improvement, and health systems strengthening. His work bridges governance, service delivery, workforce development, and capacity building. He has served as Country Director of Jhpiego, team leader in the Nepal Family Health Program, and consultant to WHO, UNFPA, and multiple NGOs and INGOs.

Mr. Madan Bhatta, Director, Research, M&E
Mr. Bhatta is a public health specialist with over 15 years of experience in RMNCAH program design, implementation, research, and monitoring. He has led multiple qualitative and quantitative research studies in population and health and has worked across areas including nutrition, NCDs, mental health, health literacy, and WASH. His leadership roles include Executive Director of Health Foundation Nepal, Technical Advisor for Family Planning under Suaahara II, and M&E and Advocacy Specialist with CARE Nepal. He holds an MPH from the Institute of Medicine and is currently pursuing a PhD at Tribhuvan University.

Dr. Roshani Amatya, Director, Maternal & Neonatal Health
Dr. Amatya is a senior Obstetrician and Gynecologist and public health professional with over 30 years of experience in reproductive, maternal, and newborn health and family planning, along with nearly a decade of focused work on gender-based violence prevention and response. A government-recognized master trainer in GBV and family planning, she has led multiple GBV and gender mainstreaming initiatives and contributed to the development of national training manuals, medical standards, clinical protocols, and quality improvement tools. Her past roles include faculty at Patan Academy of Health Sciences, Medical Advisor at ADRA Nepal, and Medical Officer at Tribhuvan University Teaching Hospital.
